Seth Arnold 029875ef72 Remove <sys/sysctl.h> from parser_main.c to fix FTBFS on x32 platform.
As originally applied to trunk in 2667:

  The AppArmor parser failed to build on the x32 architecture due to a
  missing <sys/sysctl.h> header. This header is included by accident, a
  vestige of earlier days, and wasn't removed when the sysctls were
  removed. (Think Linux 2.0 or Linux 2.2 days.)

The apparmor_parser allows you to add, replace, and remove AppArmor
policy through the use of command line options. The default is to add.
`apparmor_parser --help` shows what the command line options are.
