John Johansen 012dcb6489 parser: only use 32 bit next/check tables if required
If the state machine does not requires more than 2^16 states use the
dfa16 encoding for next/check tables to keep the dfa size small.

The apparmor_parser allows you to add, replace, and remove AppArmor
policy through the use of command line options. The default is to add.
`apparmor_parser --help` shows what the command line options are.
