Georgia Garcia 119e3f38f9 parser: maintain compatibility for fine grained inet network mediation 
A simple rule without conditionals need to be generated for when the
kernel does not support fine grained inet network mediation.

The apparmor_parser allows you to add, replace, and remove AppArmor
policy through the use of command line options. The default is to add.
`apparmor_parser --help` shows what the command line options are.
