John Johansen 392849e518 parser: fix xtable generation 
The xtable on perms32 capable systems is being padded to the size of
the accept state tables. This was a hack to get around issue in a buggy
perms32 v1. We do not support any system using perms 32 v1 so we can
drop the hack.

README 

The apparmor_parser allows you to add, replace, and remove AppArmor
policy through the use of command line options. The default is to add.
`apparmor_parser --help` shows what the command line options are.
