John Johansen 903a1b5689 parser: make ix of file, rule have lower priority so it can be overridden 
the ix portion of file, causes x conflicts in regular priority. The
long term goal is to fix this by using dominance for x rules. But in
the mean time we can fix by giving the ix portion of the rule a
reduced priority.

The apparmor_parser allows you to add, replace, and remove AppArmor
policy through the use of command line options. The default is to add.
`apparmor_parser --help` shows what the command line options are.
