Modify setup_cache() to accept the user-supplied cacheloc and return the validated or created cache directory. The caller must then track that variable and pass it into any parser/policy_cache.c functions that need it. The main reason for this change is that the cache location and the cache directory will soon be two different paths. The cache location will typically be the parent of the cache directory.
