John Johansen d94ff137ef Merge parser: enable create perm when label is defined
Due to how labeling is implemented, during the creation it is not yet
defined, so we need to grant create permissions without attaching the
label yet. Also, adjust tests to pass when label support is
implemented in the kernel.

The apparmor_parser allows you to add, replace, and remove AppArmor
policy through the use of command line options. The default is to add.
`apparmor_parser --help` shows what the command line options are.
