Zygmunt Krynicki f58fe9cd52 parser: quote BISON_MAJOR in case it is empty 
On a test system without bison installed, make setup fails with:

  /bin/sh: 1: bison: not found
  /bin/sh: 1: test: -ge: unexpected operator

The apparmor_parser allows you to add, replace, and remove AppArmor
policy through the use of command line options. The default is to add.
`apparmor_parser --help` shows what the command line options are.
