Convert the documentation to Sphinx documentation format The ARM and the manpages have been converted into Sphinx documentation format. Sphinx uses reStructuredText as its markup language, and many of its strengths come from the power and straightforwardness of reStructuredText and its parsing and translating suite, the Docutils.

Update the copyright information in all files in the repository This commit converts the license handling to adhere to the REUSE specification. It specifically: 1. Adds used licnses to LICENSES/ directory 2. Add "isc" template for adding the copyright boilerplate 3. Changes all source files to include copyright and SPDX license header, this includes all the C sources, documentation, zone files, configuration files. There are notes in the doc/dev/copyrights file on how to add correct headers to the new files. 4. Handle the rest that can't be modified via .reuse/dep5 file. The binary (or otherwise unmodifiable) files could have license places next to them in <foo>.license file, but this would lead to cluttered repository and most of the files handled in the .reuse/dep5 file are system test files.

We might consider reviewing mingw-w64 port if contributed by external party, but no development efforts will be put into making BIND 9 compile and run on Windows again.

Move Known Issues to BIND9 wiki Keeping the Known Issues as part of the rendered docs has the issue that the list can't be updated on the official docs website until the next release. This is unpractical is a high-priority issue is discovered shortly after a release. Keep the Known Issues in wiki and simply link to the list from the rendered docs. The wiki article can be updated at any time as needed.

Set up release notes for BIND 9.21.0

BIND 9.21 is an unstable development branch. When its development is
complete, it will be renamed to BIND 9.22, which will be a stable
branch. The end-of-life date for BIND 9.22 has not yet been determined.
For those needing long-term stability, the current Extended Support
Version (ESV) is BIND 9.18, which will be supported until at least
December 2025. See https://kb.isc.org/docs/aa-00896 for details of
ISC's software support policy.
