Check for sigwait in libc in addition to lib pthread.

(Although BSD/OS 4.0.1 is *still* totally ignoring INTR, no matter
whether HAVE_SIGWAIT is defined.

Require NEED_PTHREAD_INIT under BSD/OS 4.0* too.

Add rndc Makefile to configured Makefiles.
