Add util/git-replay-merge.sh
git-replay-merge.sh is a script whose purpose is to make backporting merge requests more convenient by automating the process as much as possible. For more information, including usage examples, see: https://gitlab.isc.org/isc-projects/bind9/wikis/Backporting-a-Merge-Request
