Fix named-makejournal man page installation
The man page for named-makejournal is erroneously not installed when
building from a source tarball.  Add that man page to the appropriate
lists in the build system so that it is installed both when building
from a Git repository and from a source tarball.

do not install manpages for unbuilt binaries
Building and installing from a git release installed all manpages
unconditionally even if binaries like dnstap-read were disabled and not
built.

Now the manpage configuration checks for such cases and also cleans up
remaining artifacts and unnecessary pages if the build directory is
reconfigured.

replace the build system with meson
Meson is a modern build system that has seen a rise in adoption and some
version of it is available in almost every platform supported.

Compared to automake, meson has the following advantages:

* Meson provides a significant boost to the build and configuration time
  by better exploiting parallelism.

* Meson is subjectively considered to be better in readability.

These merits alone justify experimenting with meson as a way of
improving development time and ergonomics. However, there are some
compromises to ensure the transition goes relatively smooth:

* The system tests currently rely on various files within the source
  directory. Changing this requirement is a non-trivial task that can't
  be currently justified. Currently the last compiled build directory
  writes into the source tree which is in turn used by pytest.

* The minimum version supported has been fixed at 0.61. Increasing this
  value will require choosing a baseline of distributions that can
  package with meson. On the contrary, there will likely be an attempt
  to decrease this value to ensure almost universal support for building
  BIND 9 with meson.

77d4afba1b Introduce new DNSSEC tool dnssec-ksr
Introduce a new DNSSEC tool, dnssec-ksr, for creating signed key
response (SKR) files, given one or more key signing requests (KSRs).

For now it is just a dummy tool, but the future purpose of this utility
is to pregenerate ZSKs and signed RRsets for DNSKEY, CDNSKEY, and CDS
for a given period that a KSK is to be offline.

Add support for User Statically Defined Tracing (USDT) probes
This adds support for User Statically Defined Tracing (USDT).  On
Linux, this uses the header from SystemTap and dtrace utility, but the
support is universal as long as dtrace is available.

Also add the required infrastructure to add probes to libisc, libdns and
libns libraries, where most of the probes will be.

Remove pregenerated manpages from the repo
We don't need them in the repo, it's sufficient if we pregenerate them
while preparing the tarball.  That way we don't have overhead while
modifying them but they are still available for installations without
Sphinx.

I assume that this will make rebases and cherry-picks across branches
easier, with less trial and error churn required in the CI.

It's implemented in the way that we build the manpages only when we
either have pregenerated pages available at the configure time or
sphinx-build is installed and working.

9bb46262af remove /etc/bind.keys
the built-in trust anchors in named and delv are sufficent for
validation. named still needs to be able to load trust anchors from
a bind.keys file for testing purposes, but it doesn't need to be
the default behavior.

we now only load trust anchors from a file if explicitly specified
via the "bindkeys-file" option in named or the "-a" command line
argument to delv. documentation has been cleaned up to remove references
to /etc/bind.keys.

Closes #3850.

e1dd86aa07 Add 'tls' configuration support for the 'forwarders' option
A 'tls' statement can be specified both for individual addresses
and for the whole list (as a default value when an individual
address doesn't have its own 'tls' set), just as it was done
before for the 'port' value.

Create a new function 'print_rawqstring()' to print a string residing
in a 'isc_textregion_t' type parameter.

Create a new function 'copy_string()' to copy a string from a
'cfg_obj_t' object into a 'isc_textregion_t'.

916ea26ead remove nonfunctional DSCP implementation
DSCP has not been fully working since the network manager was
introduced in 9.16, and has been completely broken since 9.18.
This seems to have caused very few difficulties for anyone,
so we have now marked it as obsolete and removed the
implementation.

To ensure that old config files don't fail, the code to parse
dscp key-value pairs is still present, but a warning is logged
that the feature is obsolete and should not be used. Nothing is
done with configured values, and there is no longer any
range checking.

ad248f2261 Add new 'source[-v6]' option for remote servers
Add a new way to configure the preferred source address when talking to
remote servers such as primaries and parental-agents. This will
eventually deprecate options such as 'parental-source',
'parental-source-v6', 'transfer-source', etc.

Mark setting operating system limits from named.conf as ancient

Deprecate setting operating system limits from named.conf
It was possible to set operating system limits (RLIMIT_DATA,
RLIMIT_STACK, RLIMIT_CORE and RLIMIT_NOFILE) from named.conf.  It's
better to leave these untouched as setting these is responsibility of
the operating system and/or supervisor.

Deprecate the configuration options and remove them in future BIND 9
release.

f820ef49bf More lenient IDNA processing in dig
If there are any problems with IDN processing, DiG will now quietly
handle the name as if IDN were disabled. This means that international
query names are rendered verbatim on the wire, and ACE names are
printed raw without conversion to UTF8.

If you want to check the syntax of international domain names,
use the `idn2` utility.

The "max-zone-ttl" option should now be configured as part of
"dnssec-policy". The option with the same name in "zone" and
"options" is hereby flagged as deprecated, and its functionality
will be removed in a future release.

Remove "external" from the list of legal values for the -M command-line
option as it has not been allowed since the internal memory allocator
was removed by commit 55ace5d3aa4cb8c1b70a94679e1dd6d716dfd8bb.

Make the style of the relevant paragraph more in line with the next one
and split its contents up into an unordered list of options for improved
readability.

549cf0f3e6 "rndc fetchlimit" now also lists rate-limited domains
"rndc fetchlimit" now also prints a list of domain names that are
currently rate-limited by "fetches-per-zone".

The "fetchlimit" system test has been updated to use this feature
to check that domain limits are applied correctly.

6175897478 add "rndc fetchlimit" to show fetchlimited servers
this command runs dns_adb_dumpquota() to display all servers
in the ADB that are being actively fetchlimited by the
fetches-per-server controls (i.e, servers with a nonzero average
timeout ratio or with the quota having been reduced from the
default value).

the "fetchlimit" system test has been updated to use the
new command to check quota values instead of "rndc dumpdb".

Un-format grammar files in doc/misc
The next commit is going to add parser for ISC configuration format.
To simplify the parser the grammar files in doc/misc are no longer
line-wrapped as handling it would make the grammar parser unnecessairly
complicated.

This affects visible output in the ARM, but in the end we are going to
replace the auto-generated .rst files with grammar pretty printed, so
formatting of these files does not matter in practical terms.
