24d077afb0 add CFG_LIST_FOREACH macro
replace the pattern `for (elt = cfg_list_first(x); elt != NULL;
elt = cfg_list_next(elt))` with a new `CFG_LIST_FOREACH` macro.

8487e43ad9 make all ISC_LIST_FOREACH calls safe
previously, ISC_LIST_FOREACH and ISC_LIST_FOREACH_SAFE were
two separate macros, with the _SAFE version allowing entries
to be unlinked during the loop. ISC_LIST_FOREACH is now also
safe, and the separate _SAFE macro has been removed.

similarly, the ISC_LIST_FOREACH_REV macro is now safe, and
ISC_LIST_FOREACH_REV_SAFE has also been removed.

522ca7bb54 switch to ISC_LIST_FOREACH everywhere
the pattern `for (x = ISC_LIST_HEAD(...); x != NULL; ISC_LIST_NEXT(...)`
has been changed to `ISC_LIST_FOREACH` throughout BIND, except in a few
cases where the change would be excessively complex.

in most cases this was a straightforward change. in some places,
however, the list element variable was referenced after the loop
ended, and the code was refactored to avoid this necessity.

also, because `ISC_LIST_FOREACH` uses typeof(list.head) to declare
the list elements, compilation failures can occur if the list object
has a `const` qualifier. some `const` qualifiers have been removed
from function parameters to avoid this problem, and where that was not
possible, `UNCONST` was used.

afb424c9b6 simplify dns_name_fromtext() interface
previously, dns_name_fromtext() took both a target name and an
optional target buffer parameter, which could override the name's
dedicated buffer. this interface is unnecessarily complex.

we now have two functions, dns_name_fromtext() to convert text
into a dns_name that has a dedicated buffer, and dns_name_wirefromtext()
to convert text into uncompressed DNS wire format and append it to a
target buffer.

in cases where it really is necessary to have both, we can use
dns_name_fromtext() to load the dns_name, then dns_name_towire()
to append the wire format to the target buffer.

3394aa9c25 remove "sortlist"
this commit removes the deprecated "sortlist" option. the option
is now marked as ancient; it is a fatal error to use it in
named.conf.

the sortlist system test has been removed, and other tests that
referenced the option have been modified.

the enabling functions, dns_message_setsortorder() and
dns_rdataset_towiresorted(), have also been removed.

091d738c72 Convert all categories and modules into static lists
Remove the complicated mechanism that could be (in theory) used by
external libraries to register new categories and modules with
statically defined lists in <isc/log.h>. This is similar to what we
have done for <isc/result.h> result codes. All the libraries are now
internal to BIND 9, so we don't need to provide a mechanism to register
extra categories and modules.

f650d3eb63 Add 'proxy' option to 'listen-on' statement
This commit extends "listen-on" statement with "proxy" options that
allows one to enable PROXYv2 support on a dedicated listener. It can
have the following values:

- "plain" to send PROXYv2 headers without encryption, even in the case
of encrypted transports.
- "encrypted" to send PROXYv2 headers encrypted right after the TLS
handshake.

584f0d7a7e Simplify way we tag unreachable code with only ISC_UNREACHABLE()
Previously, the unreachable code paths would have to be tagged with:

    INSIST(0);
    ISC_UNREACHABLE();

There was also older parts of the code that used comment annotation:

    /* NOTREACHED */

Unify the handling of unreachable code paths to just use:

    UNREACHABLE();

The UNREACHABLE() macro now asserts when reached and also uses
__builtin_unreachable(); when such builtin is available in the compiler.

fe7ce629f4 Add FALLTHROUGH macro for __attribute__((fallthrough))
Gcc 7+ and Clang 10+ have implemented __attribute__((fallthrough)) which
is explicit version of the /* FALLTHROUGH */ comment we are currently
using.

Add and apply FALLTHROUGH macro that uses the attribute if available,
but does nothing on older compilers.

In one case (lib/dns/zone.c), using the macro revealed that we were
using the /* FALLTHROUGH */ comment in wrong place, remove that comment.

58bd26b6cf Update the copyright information in all files in the repository
This commit converts the license handling to adhere to the REUSE
specification.  It specifically:

1. Adds used licnses to LICENSES/ directory

2. Add "isc" template for adding the copyright boilerplate

3. Changes all source files to include copyright and SPDX license
   header, this includes all the C sources, documentation, zone files,
   configuration files. There are notes in the doc/dev/copyrights file
   on how to add correct headers to the new files.

4. Handle the rest that can't be modified via .reuse/dep5 file. The
   binary (or otherwise unmodifiable) files could have license places
   next to them in <foo>.license file, but this would lead to cluttered
   repository and most of the files handled in the .reuse/dep5 file are
   system test files.

0ee6f66cbd Integrate extended ACLs syntax featuring 'port' and 'transport' opts
This commit completes the integration of the new, extended ACL syntax
featuring 'port' and 'transport' options.

The runtime presentation and ACL loading code are extended to allow
the syntax to be used beyond the 'allow-transfer' option (e.g. in
'acl' definitions and other 'allow-*' options) and can be used to
ultimately extend the ACL support with transport-only
ACLs (e.g. 'transport-acl tls-acl port 853 transport tls'). But, due
to fundamental nature of such a change, it has not been completed as a
part of 9.17.X release series due to it being close to 9.18 stable
release status. That means that we do not have enough time to fully
test it.

The complete integration is planned as a part of 9.19.X release
series.

The code was manually verified to work as expected by temporarily
enabling the extended syntax for 'acl' statements and 'allow-query'
options, including ACL merging, negated ACLs.

81fcde5953 fix broken windows build
The MSVS C compiler requires every struct to have at least one member.
The dns_geoip_databases_t structure had one set of members for
HAVE_GEOIP and a different set for HAVE_GEOIP2, and none when neither
API is in use.

This commit silences the compiler error by moving the declaration of
dns_geoip_databases_t to types.h as an opaque reference, and commenting
out the contents of geoip.h when neither version of GeoIP is enabled.
