b8d00e2e18 Change the loopmgr to be singleton
All the applications built on top of the loop manager were required to
create just a single instance of the loop manager.  Refactor the loop
manager to not expose this instance to the callers and keep the loop
manager object internal to the isc_loop compilation unit.

This significantly simplifies a number of data structures and calls to
the isc_loop API.

The ISC_TID_MAX variable allows other units to declare static arrays
with this as size for per-thread/per-loop variables.

12829660fc Fix version description in a startup log message
Commit 5cd6c173ff changed the contents of
the PACKAGE_DESCRIPTION preprocessor macro from " (<description>)" to
just "<description>" and missed a spot while adjusting all uses of this
macro in the code base.  Fix formatting for that malformed log message,
emitted upon named startup.

71801ab123 Use DST algorithm values instead of dns_secalg where needed
DST algorithm and DNSSEC algorithm values are not necessarily the same
anymore: if the DNSSEC algorithm value is PRIVATEOID or PRIVATEDNS, then
the DST algorithm will be mapped to something else. The conversion is
now done correctly where necessary.

5cd6c173ff replace the build system with meson
Meson is a modern build system that has seen a rise in adoption and some
version of it is available in almost every platform supported.

Compared to automake, meson has the following advantages:

* Meson provides a significant boost to the build and configuration time
  by better exploiting parallelism.

* Meson is subjectively considered to be better in readability.

These merits alone justify experimenting with meson as a way of
improving development time and ergonomics. However, there are some
compromises to ensure the transition goes relatively smooth:

* The system tests currently rely on various files within the source
  directory. Changing this requirement is a non-trivial task that can't
  be currently justified. Currently the last compiled build directory
  writes into the source tree which is in turn used by pytest.

* The minimum version supported has been fixed at 0.61. Increasing this
  value will require choosing a baseline of distributions that can
  package with meson. On the contrary, there will likely be an attempt
  to decrease this value to ensure almost universal support for building
  BIND 9 with meson.

a676551395 Unify handling of the program name in all the utilities
There were several methods how we used 'argv[0]'.  Some programs had a
static value, some programs did use isc_file_progname(), some programs
stripped 'lt-' from the beginning of the name.  And some used argv[0]
directly.

Unify the handling and all the variables into isc_commandline_progname
that gets populated by the new isc_commandline_init(argc, argv) call.

4e79e9baae Give every memory context a name
Instead of giving the memory context names with an explicit call to
isc_mem_setname(), add the name to isc_mem_create() call to have all the
memory contexts an unconditional name.

807ef8545d Implement -T cookiealwaysvalid

f4ab4f07e3 unify fips handling to isc_crypto and make the toggle one way
Since algorithm fetching is handled purely in libisc, FIPS mode toggling
can be purely done in within the library instead of provider fetching in
the binary for OpenSSL >=3.0.

Disabling FIPS mode isn't a realistic requirement and isn't done
anywhere in the codebase. Make the FIPS mode toggle enable-only to
reflect the situation.

f5c204ac3e Move the library init and shutdown to executables
Instead of relying on unreliable order of execution of the library
constructors and destructors, move them to individual binaries.  The
advantage is that the execution time and order will remain constant and
will not depend on the dynamic load dependency solver.

This requires more work, but that was mitigated by a simple requirement,
any executable using libisc and libdns, must include <isc/lib.h> and
<dns/lib.h> respectively (in this particular order).  In turn, these two
headers must not be included from within any library as they contain
inlined functions marked with constructor/destructor attributes.

10accd6260 clean up uses of ISC_R_NOMEMORY
the isc_mem allocation functions can no longer fail; as a result,
ISC_R_NOMEMORY is now rarely used: only when an external library
such as libjson-c or libfstrm could return NULL. (even in
these cases, arguably we should assert rather than returning
ISC_R_NOMEMORY.)

code and comments that mentioned ISC_R_NOMEMORY have been
cleaned up, and the following functions have been changed to
type void, since (in most cases) the only value they could
return was ISC_R_SUCCESS:

- dns_dns64_create()
- dns_dyndb_create()
- dns_ipkeylist_resize()
- dns_kasp_create()
- dns_kasp_key_create()
- dns_keystore_create()

(the exception is dns_view_create(), which could have returned
other error codes in the event of a crypto library failure when
calling isc_file_sanitize(), but that should be a RUNTIME_CHECK
anyway.)

05798b31ff unify libcrypto and evp_md handling
Unify libcrypto initialization and explicit digest fetching in a single
place and move relevant code to the isc__crypto namespace instead of
isc__tls.

It will remove the remaining implicit fetching and deduplicate explicit
fetching inside the codebase.

cc167266aa Support ISO timestamps with timezone information
This commit adds support for timestamps in iso8601 format with timezone
when logging. This is exposed through the iso8601-tzinfo printtime
suboption.
It also makes the new logging format the default for -g output,
hopefully removing the need for custom timestamp parsing in scripts.

091d738c72 Convert all categories and modules into static lists
Remove the complicated mechanism that could be (in theory) used by
external libraries to register new categories and modules with
statically defined lists in <isc/log.h>.  This is similar to what we
have done for <isc/result.h> result codes.  All the libraries are now
internal to BIND 9, so we don't need to provide a mechanism to register
extra categories and modules.

e6f2f2a5e6 Initialize the DST subsystem implicitly
Instead of calling dst_lib_init() and dst_lib_destroy() explicitly by
all the programs, create a separate memory context for the DST subsystem
and use the library constructor and destructor to initialize the DST
internals.

cd54f9d4b9 Always use OpenSSL_version() to print OpenSSL version
OpenSSL_version() first appeared in OpenSSL 1.1.0 and have been
available since LibreSSL 2.7.1 and OpenBSD 6.3, thus we can remove the
compatibility shims with older versions that are not supported anymore.

495cf18c75 Remove checks for OPENSSL_API_LEVEL define
Since the support for OpenSSL Engines has been removed, we can now also
remove the checks for OPENSSL_API_LEVEL; The OpenSSL 3.x APIs will be
used when compiling with OpenSSL 3.x, and OpenSSL 1.1.xx APIs will be
used only when OpenSSL 1.1.x is used.

2ebcafd8c2 Move matching isc_mem_destroy() outside of ifdef
The isc_mem_create() in printversion() was created outside of an #ifdef
HAVE_GEOIP, but destroyed inside the #ifdef; move it to the outside of
the #ifdef where it belongs.

This is really a nit as we immediately exit() after printing the
versions, but I found it and it would bug me for the rest of my life.

8ccfbcfe72 Remove no longer needed OpenSSL shims and checks
Since the minimal OpenSSL version is now OpenSSL 1.1.1, remove all kind
of OpenSSL shims and checks for functions that are now always present in
the OpenSSL libraries.

7a191400f9 Configure SIGUSR1 to close log files
Some external log file rotation programs use signals to tell programs
to close log files.  SIGHUP can be used to do this but it also does
a full reconfiguration.  Configure named to accept SIGUSR1 as a
signal to close log files.

4bec711fe3 Use _exit() in the fatal() function
Since the fatal() isn't a correct but rather abrupt termination of the
program, we want to skip the various atexit() calls because not all
memory might be freed during fatal() call, etc.  Using _exit() instead
of exit() has this effect - the program will end, but no destructors or
atexit routines will be called.

f8e264ba6d Remove the lock-file configuration and -X argument to named
The lock-file configuration (both from configuration file and -X
argument to named) has better alternatives nowadays.  Modern process
supervisor should be used to ensure that a single named process is
running on a given configuration.

Alternatively, it's possible to wrap the named with flock(1).

6fd06c461b Make dns_dispatch bound to threads
Instead of high number of dispatches (4 * named_g_udpdisp)[1], make the
dispatches bound to threads and make dns_dispatchset_t create a dispatch
for each thread (event loop).

This required couple of other changes:

1. The dns_dispatch_createudp() must be called on loop, so the isc_tid()
   is already initialized - changes to nsupdate and mdig were required.

2. The dns_requestmgr had only a single dispatch per v4 and v6.  Instead
   of using single dispatch, use dns_dispatchset_t for each protocol -
   this is same as dns_resolver.

2084986462 Synchronize used library versions reporting functions
There are libraries which are reported in printversion(), but not
reported in setup(). Synchronize the functions, so that the log
file could have the same information as reported by the 'named -V'
command execution.

2e99dcefa8 Print the used jemalloc version in autoconf and named -V output
The autoconf and named -V now prints used version of jemalloc.  This
doesn't work with system supplied jemalloc, so in it prints `system`
instead in the autoconf and nothing in named -V output.

3f93d3f757 Restore the ability to read legacy K*+157+* files
The ability to read legacy HMAC-MD5 K* keyfile pairs using algorithm
number 157 was accidentally lost when the algorithm numbers were
consolidated into a single block, in commit
09f7e0607a.

The assumption was that these algorithm numbers were only known
internally, but they were also used in key files. But since HMAC-MD5
got renumbered from 157 to 160, legacy HMAC-MD5 key files no longer
work.

Move HMAC-MD5 back to 157 and GSSAPI back to 160.  Add exception for
GSSAPI to list_hmac_algorithms.

dfaecfd752 Implement new -T options for xfer system tests
'-T transferinsecs' makes named interpret the max-transfer-time-out,
max-transfer-idle-out, max-transfer-time-in and max-transfer-idle-in
configuration options as seconds instead of minutes.

'-T transferslowly' makes named to sleep for one second for every
xfrout message.

'-T transferstuck' makes named to sleep for one minute for every
xfrout message.

be68dd62ea isc_loopmgr_pause was called inappropriately
isc_loopmgr_pause can't be called before isc_loopmgr_run is
called as the thread ids are not yet valid.  If there is a
fatal error before isc_loopmgr_run is run then don't call
isc_loopmgr_pause.

4ec9c4a1db Cleanup the last Windows / MSC ifdefs and comments
Cleanup the remnants of MS Compiler bits from <isc/refcount.h>, printing
the information in named/main.c, and cleanup some comments about Windows
that no longer apply.

The bits in picohttpparser.{h,c} were left out, because it's not our
code.

a5f5f68502 Refactor isc_time_now() to return time, and not result
The isc_time_now() and isc_time_now_hires() were used inconsistently
through the code - either with status check, or without status check,
or via TIME_NOW() macro with RUNTIME_CHECK() on failure.

Refactor the isc_time_now() and isc_time_now_hires() to always fail when
getting current time has failed, and return the isc_time_t value as
return value instead of passing the pointer to result in the argument.

295e7c80e8 Ad-hoc backtrace logging with isc_backtrace_log()
It's sometimes helpful to get a quick idea of the call stack when
debugging. This change factors out the backtrace logging from named's
fatal error handler so that it's easy to use in other places too.

bd4576b3ce Remove TKEY Mode 2 (Diffie-Hellman)
Completely remove the TKEY Mode 2 (Diffie-Hellman Exchanged Keying) from
BIND 9 (from named, named.conf and all the tools).  The TKEY usage is
fringe at best and in all known cases, GSSAPI is being used as it should.

The draft-eastlake-dnsop-rfc2930bis-tkey specifies that:

    4.2 Diffie-Hellman Exchanged Keying (Deprecated)

       The use of this mode (#2) is NOT RECOMMENDED for the following two
       reasons but the specification is still included in Appendix A in case
       an implementation is needed for compatibility with old TKEY
       implementations. See Section 4.6 on ECDH Exchanged Keying.

          The mixing function used does not meet current cryptographic
          standards because it uses MD5 [RFC6151].

          RSA keys must be excessively long to achieve levels of security
          required by current standards.

We might optionally implement Elliptic Curve Diffie-Hellman (ECDH) key
exchange mode 6 if the draft ever reaches the RFC status.  Meanwhile the
insecure DH mode needs to be removed.

5fd2cd8018 Now logs UV versions when starting up
Named now logs both compile time and run time UV versions when
starting up.  This is useful information to have when debugging
network issues involving named.

a52b17d39b remove isc_task completely
as there is no further use of isc_task in BIND, this commit removes
it, along with isc_taskmgr, isc_event, and all other related types.

functions that accepted taskmgr as a parameter have been cleaned up.
as a result of this change, some functions can no longer fail, so
they've been changed to type void, and their callers have been
updated accordingly.

the tasks table has been removed from the statistics channel and
the stats version has been updated. dns_dyndbctx has been changed
to reference the loopmgr instead of taskmgr, and DNS_DYNDB_VERSION
has been udpated as well.

9bb46262af remove /etc/bind.keys
the built-in trust anchors in named and delv are sufficent for
validation. named still needs to be able to load trust anchors from
a bind.keys file for testing purposes, but it doesn't need to be
the default behavior.

we now only load trust anchors from a file if explicitly specified
via the "bindkeys-file" option in named or the "-a" command line
argument to delv. documentation has been cleaned up to remove references
to /etc/bind.keys.

Closes #3850.

916ea26ead remove nonfunctional DSCP implementation
DSCP has not been fully working since the network manager was
introduced in 9.16, and has been completely broken since 9.18.
This seems to have caused very few difficulties for anyone,
so we have now marked it as obsolete and removed the
implementation.

To ensure that old config files don't fail, the code to parse
dscp key-value pairs is still present, but a warning is logged
that the feature is obsolete and should not be used. Nothing is
done with configured values, and there is no longer any
range checking.

NOTICE matches the other startup messages. WARNING weirdly
suggests the list is a problem.
