Add support for proposed DS digest types that encode the private algorithm identifier at the start of the DS digest as is done for DNSKEY and RRSIG. This allows a DS record to identify the specific DNSSEC algorithm, rather than a set of algorithms, when the algorithm field is set to PRIVATEDNS or PRIVATEOID.
