[#2244] option scopes and createOptionAuditDHCP6

src/share/database/scripts/pgsql/dhcpdb_create.pgsql
    Added missing option scope values
    Replaced procedure createOptionAuditDHCP6()

src/share/database/scripts/pgsql/dhcpdb_drop.pgsql
    added drop
