[master] make sure auth server is running before queried

This fixes lettuce failure:

   Scenario: Delegation query for unsigned child zone                                                                      # features/queries.feature:106

This was discussed on jabber. (Maybe the cmdctl check is not needed,
but shouldn't hurt either.)
