Stephen Morris bbe5692670 [3480] Disable build of sockcreator

This is not used in the current version of Kea, although we may use its
code in the future.  Until we decide, the code is being retained in the
repository but it is not included in the build process.

This is the source for Kea, developed by Internet Systems Consortium.

Kea provides DHCPv4 and DHCPv6 servers, a dynamic DNS update module,
a portable DHCP library, libdhcp++, and a DHCP benchmarking tool,
perfdhcp.
