tools: support 64-bit file positions in SvStream

Bump stream positions to 64 bits on:

SvLockBytes::SetSize()
SvStream::SeekPos()
SvStream::SetSize()
SvStream::SetStreamSize()
SvStream::Seek()
SvStream::SeekRel()
SvStream::Tell()
SvStream::remainingSize()
SvStream::nActPos
SvStream::nBufFilePos
