remove unnecessary RTL_CONSTASCII_STRINGPARAM in OString::append

Convert code like:
   aOStringBuf.append( RTL_CONSTASCII_STRINGPARAM( " is missing )") );
to:
   aOStringBuf.append( " is missing )" );
which compiles down to the same code.
