resolved fdo#76777 now write correct number style condition operator !=

https://gerrit.libreoffice.org/8834 and
https://gerrit.libreoffice.org/8836 will prepare 4.2.4 and 4.1.6 to
accept the correct != operator instead of <> that was written so far.
