Convert code like:
    buf.append( static_cast<sal_Unicode>('!') );
to:
    buf.append( '!' );

Done with a perl regex:

s/OUString\s*\(\s*RTL_CONSTASCII_USTRINGPARAM\s*\((\s*"[^")]*?"\s*)\)\s*\)/OUString\($1\)/gms
