14bd2d514e debian: Move PKI directory to FHS-compliant location. 
The PKI directory is mutable state, so it should be in /var, not in /usr.
This commit changes its location and, on systems upgraded from earlier
versions, moves the existing PKI and leaves behind a symlink.

24e81092a1 debian: Bring Debian packaging in-line with new file locations 
This commit brings the Debian packaging in-line with the similar changes
that were made to XenServer in commit bc39196.
