Some versions of sparse do not understand __builtin_saddll_overflow() and
related GCC builtins for calculations with overflow detection. This patch
avoids using them when sparse is in use.

used in headers is exposed through <openvswitch/util.h>

The macro version can be used in a constant expression, such as an
initializer for a variable with static lifetime. (Otherwise, it's better
to use the function.)
