Add support for building the in-tree kernel datapath for
Linux kernels up to 3.13. There were some changes in the
netlink area which required adding new compatibility code
for this layer. Also, some new per-cpu stats initialization
code was added.

OVS locking was recently changed to have private OVS lock which
simplified overall locking. Therefore there is no need to have
another global genl lock to protect OVS data structures. Following
patch uses of parallel_ops genl family for OVS. This also allows
more granual OVS locking using ovs_mutex for protecting OVS data
structures, which gives more concurrencey. E.g multiple genl
operations OVS_PACKET_CMD_EXECUTE can run in parallel, etc.

Following patch restructures ovs tunneling and gre vport
implementation to make ovs tunneling more in sync with
upstream kernel tunneling. Doing this tunneling code is
simplified as most of protocol processing on send and
recv is pushed to kernel tunneling. For external ovs
module the code is moved to kernel compatibility code.

This renames the datapath modules:
openvswitch_mod -> openvswitch
brcompat_mod -> brcompat
The first makes the module name consistent with upstream, and the latter
is just for internal consistency. This makes tools, and documentation
refer to a common module name regardless if it's coming from upstream
linux or built from datapath/ as part of a local build.

Following patch adds support for Linux net-namespace. Now we can
have independent OVS instance in each net-ns.
Namespace support requires 2.6.32 or newer kernel as per-net-ns
genl-sock is not available in earlier kernel.

In kernels 2.6.36, Open vSwitch can (and does) safely coexist with the
Linux bridge module, but it does not make sense to load both bridge and
brcompat_mod at the same time. Until now, nothing has prevented both from
loading; when they both load, confusion (at best) results. This fixes
the problem by enforcing mutual exclusion.

Many of our kernel copyright messages make reference to code being
copied from the Linux kernel, which is a bit odd for code in the
kernel. This changes them to use the standard GNU GPL boilerplate
instead. It does not change the actual license, which continues to
be GPLv2.

Most necessary compatibility code is simply backported versions
of kernel functions from newer kernels. These belong in the compat
directory, where they can be transparently picked up when necessary.
However, in some situations there is code that is different
depending on the kernel version but is always needed in some form.
Here it is desirable to segregate the code but it does not really
belong in the compat directory because it does not exist in upstream
kernels. This moves those functions to a compat file, which makes
the meaning clear and prevents problems when Open vSwitch is integrated
into other projects.

I had completely forgotten that we had a top-level compat.h and compat26.h.
It's better to distribute their contents to individual compat headers, so
this commit does so and deletes them.
