debian: Rename openvswitch-python to python-openvswitch

Package name changed to be consistent with
Debian Python policy.

The python files are installed in
/usr/share/python-support/python-openvswitch/ovs and
/usr/share/python-support/python-openvswitch/ovs/db

Changed Section to python, per lintian
