ovs-vsctl: Add limit to CT zone.

Add limit to the CT zone DB table with ovs-vsctl
helper methods. The limit has two special values
besides any number, 0 is unlimited and empty limit
is to leave the value untouched in the datapath.

This is preparation step and the value is not yet
propagated to the datapath.
