compiler: Fix OVS_LOCKS_EXCLUDED on non clang compilers.

This patch renames OVS_LOCKS_EXCLUDED to simply OVS_EXCLUDED so it's
more consistent with the other thread safety annotations.  It also
adds it to the non-clang compilers.
