Builds on RHEL 8.2 systems are failing due to this issue.
See [1] as to why this is necessary.
I used the following command to identify files that need this fix:
find . -type f -executable | /usr/lib/rpm/redhat/brp-mangle-shebangs
I also updated the copyright notices as needed.

Replace "print f" with "print(f)" and "xrange" with "range".
The changes are backward compatibile with Python 2.

When doing OVS performance testing, it's important to have both
realistic traffic traces and OpenFlow pipelines on which to evaluate
prospective changes. As a first step in this direction, this patch
adds a python script which generates an OpenFlow pipeline intended to
simulate typical network virtualization workloads.
