Add support to count upcall packets per port, both succeed and failed,
which is a better way to see how many packets upcalled on each interface.

This patch first defines the dpif interface for a datapath to support
adding, deleting, getting and dumping conntrack timeout policy.
The timeout policy is identified by a 4 bytes unsigned integer in
datapath, and it currently support timeout for TCP, UDP, and ICMP
protocols.
Moreover, this patch provides the implementation for Linux kernel
datapath in dpif-netlink.
In Linux kernel, the timeout policy is maintained per L3/L4 protocol,
and it is identified by 32 bytes null terminated string. On the other
hand, in vswitchd, the timeout policy is a generic one that consists of
all the supported L4 protocols. Therefore, one of the main task in
dpif-netlink is to break down the generic timeout policy into 6
sub policies (ipv4 tcp, udp, icmp, and ipv6 tcp, udp, icmp),
and push down the configuration using the netlink API in
netlink-conntrack.c.
This patch also adds missing symbols in the windows datapath so
that the build on windows can pass.

Recent kernels provide the network namespace ID of a port,
so use that to discover where the port currently is.
A network device in another network namespace could have the
same name, so once the socket starts listening to other network
namespaces, it is necessary to confirm the netnsid.

In order to be able to add those tunnels, we need to add code to create
the tunnels and add them as NETDEV vports. And when there is no support
to create them, we need to fallback to compatibility code and add them
as tunnel vports.
When removing those tunnels, we need to remove the interfaces as well,
and detecting the right type might be important, at least to distinguish
the tunnel vports that we should remove and the interfaces that we
shouldn't.

The patch contains the necessary modifications to compile and also to run
under MSVC.
Added the files to the build system and also changed dpif_linux to be under
a more generic name dpif_windows.
Added a TODO under the windows part in case we want to implement another
counterpart for epoll functions.
