def d39e178b53 Add support for clickable HTTP(S) download links
Add a compile-time macro -DDOWNLOAD_URI_BASE (and autotools configure
option `--with-download-base=URI`) to specify a download URI base path.
For example, use "http://foo.bar/telegram/" base instead of the default
"file:///tmp/downloads/" to create clickable HTTP links for downloads
when running bitlbee with telegram-purple & HTTP server at foo.bar host.
