Remove Chinese comment in svl/qa.

Browse Source 
The Chinese characters in the comment caused a compiler warning that
it can not be represented in cp950 codepage and forbid
OUStringLiteral1 concatenation. Replacing it with meaningful English
comment so others can understand it.
