cfm: Implement 802.1ag RDI flag.
According to the 802.1ag specification, a maintenance point should set the Remote Defect Indicator (RDI) bit on CCMs when it has failed to receive a CCM from any of it's configured remote maintenance points within the required fault interval. This allows unidirectional faults to be flagged by both ends of a CFM monitored tunnel.
